Poland’s position in the ranking of financial centre competitiveness has been steadily declining for years. In the latest edition of the Global Financial Centres Index, published in March 2024, Warsaw was ranked a distant 96th out of 121 financial centres worldwide.
One of the key areas assessed in the ranking is the friendly regulatory environment: regulations not only directly determine the way financial institutions operate and the mechanisms for protecting consumers and creditors, but also have an impact on the assessment of Poland’s investment attractiveness. Is the Polish regulatory framework sufficiently transparent, stable and predictable to inspire investor confidence? Do they stimulate innovation in the financial sector and encourage the choice of Poland as an authorisation jurisdiction for financial and capital market activities?
How much freedom is left by European Union regulations to define the framework for capital market activities and do the new capital markets union (CMU) initiatives offer an opportunity to improve the competitiveness of the Polish capital market?

The aim of the debate will be to formulate the EKF’s recommendations in the area of improving the regulatory framework to make Poland more attractive as one of the key financial centres for investors.
