Graduate of the Faculty of Law at the European School of Law and Administration and the Warsaw School of Economics. He majored in finance and banking at the Warsaw School of Economics in 1997, and received his doctorate in economics in 2002 and his habilitation in 2016. He is a recipient of an IMF Financial Market Instruments Vienna Institute IMF scholarship. He opened a doctoral dissertation at the Faculty of Law of Lazarski University.

For 20 years he has been involved with public institutions and financial market institutions. In 1997-2012 he worked in the Department of Financial Policy and Analysis and the Department of Financial Market Development at the Ministry of Finance.

From 2006 to 2013, a member of the Stock Exchange Council. Since 2007, he has been associated with Bank Gospodarstwa Krajowego as Vice Chairman of the Supervisory Board and later Managing Director and Director of the Compliance Office. From 2010 to 2012, he represented the minister responsible for financial institutions in the Inter-Ministerial Committee on Financial Security, operating under the General Inspector of Financial Information. He was a member of the Supervisory Board of the National Capital Fund S.A. Since 2017, he has served on the Ethics Committee at the Polish Bank Association. On June 23, 2017, appointed Deputy Minister of Science and Higher Education.

Long-time associate of universities: Faculty of Organization and Management (Department of Economics) at the Technical University of Lodz, Faculty of Management at the University of Warsaw, Leon Kozminski Academy in Warsaw, and the Warsaw University of Life Sciences. In 2019, he became a professor at the University of Warsaw. In 2019, he was a member of the Council of the Lukasiewicz Research Network.

He is the author or co-author of about 170 publications in the fields of public finance, capital market, banking and financial stability.
